Nick most recently served as the Director of Leased Housing, a program that oversees approximately 1,900 units of subsidized housing including the Moving To Work Housing Choice Voucher Program, Massachusetts Rental Voucher Program, Section 8 Mod Rehab Program and a very successful Family Self- Sufficiency /Section 8 Homeownership program.  In his tenure as Director of Leased Housing, Nick has increased the HHA portfolio by 10% using unique MTW flexibilities as it relates to the Non-Traditional Subsidy approach.  Mr. Ottomaniello has obtained his Public Housing Manager certification and is HQS and UPCS certified.

In March, 2018, Nick was promoted to Assistant Executive Director of Management and will continue to pursue the Holyoke Housing Authority’s mission of providing safe, decent and affordable housing as well as expanding opportunities for economic mobility in our community.

The Holyoke Housing Authority currently provides a monthly utility allowance to eligible families for participant -paid utilities based on unit type and fuel type. HHA will be adopting a streamlined Utility Allowance (UA) model effective October 1, 2018 that will eliminate all utility allowances except for heat and other electricity for both MTW tenant-based and project-based program households. The streamlined UA model establishes one UA table for heat and another UA table for other electricity. The streamlined UA is independent of fuel type or building type.
